Firstly, make sure your device is connected to Wi-Fi, because you can’t restore from iCloud over a cellular Internet connection.
If your iPhone is in reliable Wi-Fi network, you still can’t restore iCloud backup, you can try to fix it by simply resetting network settings. Head to Settings > General > Reset, and tap Reset Network Settings. Then, have a try again.
Your iCloud backup is stored on Apple server. Therefore, if the Apple iCloud server doesn’t work, you surely can’t get data from iCloud backup. So if you fail to connect iCloud, you can check whether there is some problem on iCloud server. To check the status, you can visit the Apple official server status page.
For example, if your iPhone is running in iOS 10, you can’t restore it from iOS 11 backup file.
